GUARANTEE PACTS
SOUGHT BY RUSSIAN SOVIET WITH BALTIC STATES London, April 9. The Riga correspondent of “The Times” states that the Soviet has instructed its diplomatic agents to reopen negotiations and conclude three separate guarantee pacts with—(l) Poland; (2) Finland, (3) Esthonia, Latvia, and Lithuania, providing for a mutual guarantee of existing frontiers, mutual non-aggression and neutrality, a peaceful settlement of disputes, and also an economic trade agreement. The newspapers regard the new attempt to create an “Eastern Locarno” as a tactical move to estrange the Baltic States from the League of Nations.— “The Times.” 1
