That would be the position even if the question of fortified base in the Pacific were abandoned. because in lieu_of our contribution toward the Singapore project it would be necessary to obtain another cruiser for the Dominion’s division of the navy. The time must come when New Zealand would have three cruisers, but it was not yet. There was no doubt, concluded Mr. Massey, that we must consider the development of our part in naval defence.
