GERMANY WILL DO UTMOST TO CARRY THEM OUT DECLARATIONS OF MINISTERS HELFFERICH ATTACKS EXPERTS’ REPORTS German Ministers who have been interviewed declare that Germany is prepared to do her utmost to carry out the experts' plans, provided the independence and freedom of the occupied area is restored. Dr. Helfferich, however, states that the German people will be lost for ever if they "take this curse upon their shoulders.” Bx Telegraph—Press Association. —COPYRIGHT. Berlin, April 21. Dr. Marx, Chancellor, Dr. Stresemann. Foreign Minister, and Dr. Luther, Minister of Finance, interviewed separately, declared that Germany was prepared to do her utmost to carry out the plans set out- in the experts’ reports, conditional upon the independence and freedom of the occupied area beins restored. Herr Schacht, in an interview, stated that the experts’ reports were based upon economic and financial principles. and in this respect their accuracy was incontestable. The experts over-estimated Germany’s financial capacity, but, in spite of the heavy burden of reparations, Germany was offered economic unity and independence; and if she accepted the importance of this must not be overlooked. ■ Dr. Helfferich, ex-Minister of Finance. attacked the experts’ reports. FRENCH GOVERNMENT’S ATTITUDE THE RUHR PLEDGES (Rec. April 23. 0.10 a.m.) Paris, April 22. M. Poincare has communicated to the Reparations Committee the French Government’s attitude in regard to the experts’ report. Ho says the Government approves of the plan as fully as the other Allied Governments. He has invited the commission to formulate suggestions in connection with the carrying out of it. He expresses the view that a number of preliminary measures must be executed before the presnnt pledges in tlio Ruhr can be exchanged for other pledges. Such changes must be dependent on a previous inter-Allied agreement on sanctions in the event of German default. —Reuter.
