SOVIET RULERS ALARMED REVOLT AGAINST COMMUNIST DICTATORSHIP, BOLSHEVISTS RELYING ON TSARIST OFFICERS t . * The mutinies in the Red Army are alarming the Soviet rulers, and the Government, recognising that it has lost the confidence of its proletarian officers, is relying on Tsarist officers. By Telegraph— Press Association. —COPYRIGHT. London, February 7. The Riga correspondent of ‘ The Times” says: “Alutmies among the Red Army are alarming the Soviet rulers. Disaffection, particularly in the Ukraine, is gaining in seriousness. Regular insurrections are reported in the Kharkoffi district, where the insurgents are carrying banners inscribed: ‘Soviet Government Without Communist Dictatorship.’ . ; “Tho Soviet Government recognises that it has lost the confidence of its own proletarian officers, and the Revolutionary Military Councils have therefore decided to replace them with pro fessional officers, who are considered more likely to restore erder among the soldiers. Thus we have the strange picture of Bolshevists, having forfeited the confidence of the workmen and the peasants, relying on Tsarist officers to support their shaky structure. “It is vaguely rumoured that an insurgent army is advancing on Moscow from some unspecified district, but 1 gather that the reports are premature. Anyhow, the Military Councils are apparently leaving nothing to chancd. They have already started overhauling the fighting equipment and placing the most trustworthy forces in the Moscow garrison.” —“The Times.” GRAND DUKE CYRIL CROWNING NOT A BLUFF (Rec. February 8, 5.5 p.m.) London, February 7. Tbs Riga correspondent of the “Daily Mail” reports that the crowning of the Grand Duke Cyril, at Paris, was no bluff, and he is now flooding Russia with tons of anti-Semitic propaganda, which is falling on fertile ground. The new. Tsar promises that peasants can retain the land, and is only insisting on the return of the factories to the former owners.—Sydney “Sun” Cable. DELAY IN SIGNING ITALIAN TREATY BRITAIN BLAMED London, February 7. The Romo correspondent of “The Times” savs: “Italy has made up ter mind that the postponement of. the signing of her Treaty with Russia is Britain’s fault, on the ground that the British recognition of Russia has deprived the Italian recognition of the value to Italy it* would have had, as the first official comer to Moscow. ■ . “In official and diplomatic circles, it is freely asserted that the Italian Ambassador at London will bo recalled on account of having furnished Signor Mussolini with imperfect and misleading information regarding the date and character of the British recognition of the Soviet.” —Aus.-N.Z.
