The Russian correspondent of the “Morning Post” states that tho Soviet Government is considering a vast naval reconstruction programme. The Acting-President of the Military Council. addressing the central committee of the Communist Party in the absence of Trotsky, said: “In the White Sea British and Norwegian trawlers are stealing our fish and furs. In the Black Sea Entente warships are cruising freely, while in the Pacific Japanese cruisers and destroyers enter our ports at will. In the event of a new war our coasts are entirely unprotected against naval attacks.” — Aus.-N.Z. Cable Assn.
