IMPROVEMENT INDICATED FAMINE RELIEF NOT NECESSARY Moscow, March 8. An improvement is indicated in eco nomic conditions b.y tho director of the American Relief Administration in a cable .message to Washington that, further famine relief is unnecessary. The director declares that Russia needs money and credit, instead of famine aid in order to restore her industries and develop her vast agricultural resources.
