MONEY MARKET. The Bank of England discount rate is 3 per cent., to which it was reduced from 3J per cent, on July 13. OPEN MARKET RATE. The open market rate for three months bills is nominally 2i per cent.,, as 'compared with 23 per cent, last week, and 34 per cent, last year.
