Lord Moulton, addressing the Association of British Chemical Manufacturers, said no nation bad chemists superior in quality to tiro British, though some foreigners had vastly superior experience. British manufacturers had a right to say to the Government. "You compelled us to take industries up because of the immediate need at u cost we never believed could be remunerative.
