SINN FEIN AND DOWNING STREET REPORTED TO BE DISCUSSING SETTLEMENT BASIS. (Rec. July 22, 1.15 a.m.) London, July 21. The "Daily Mail's" Dublin correspondent reports persistent rumours of political developments in Ireland. It is reported that Sinn Fein and Downing Street are discussing the basis of a settlement. Important statements are expected during the Irish debate in the Houso of Commons on July 22. If is significant that the fiery "Freeman's Journal" preaches ■ patienco and restraint, as victory is now sighted.— United Service. MILITARY CoioTROUND CORK LACK OF JURORS FOR THE ASSIZES London, July 20. The military have thrown, a strong cordon round Cork, and all citizens are ordered to be indoore by 10 p.m. When the Coroner attended for the inquest on Captain Smyth, only nine out of eighteen jurors were present, and the inquest was abandoned. Only twelvo out of 306 common jurors answered tho call at tho opening of tho assizes. It is reported that civilians,' using bombs, blew up two military motorlorries at Cork, and beta eon GO and 70 soldiers in them were injured, some seriously. One is dead and others are dying.
