The India Office declares! that the Bolsheviks arc doing their utmost to stir up trouble in India. Agents are aetiro throughout the East, and the general feeling of unsettlement affords a congenial atmosphere for propaganda. It is well known that: then* oxiste at Moscow a special department for the direction of Holshovik > activities in the Enst. Whenever possible the native population are incited against the Western Governments. Britain is held up as a particular enemy. The Indian Government is fully aware of these efforts, and is actively engaged; with countermeasures. It cannot be said that there is no menace in India.'■ It; is, how-, ever, by no means as great es it was. The Indian Government is satisfied that if Bolshevism in India haa not been killed, it liaß been scotched.
