NEW PROGRAMME ANNOUNCED

London, December 9. Tho Government will shortly announce a new'man-power programme. It is expected the Bubject will do thoroughly examined by a small Cabinet committeo in tho light of factors whioh have recently emerged in tho main theatres of war.
Tho "Times" political correspondent states that the lobbies are full of all kinds of rumours. Some are reflected in a forthcoming question to Mr. Lloyd George, asking whether peace overtures have been received from the Central Powers—"Tho Times."
