EXPEDITIONARY FORCES.

THE EXEMPTION CLAUSE. SIR HUXCI& BELL said that a second conference with the Mouse of Bonresentalivea regarding the Council's amendment to the Expeditionary Forces Bill would be required, the first conference haying failed to reach agreement. Hβ moved that Sir Waiter Buchanan, the Hon. J. G. W. Aitken, tho Hon. J. Fisher and the mover should be managers for the Council. This motion was carried, and the Council adjourned.

The Council met again at 0.30 p.m., and the managers reported that they had conferred with the representatives of the House, and had been unable to reach agreement. A message was read from the House requesting a third conference regarding the amendments. 818 FRANCIS BELL moved that the Council should agree to a third confereoe. This motion was carried ami Sir Francis Bell, the Hon. W. Earushaw, the Hon. W. Morgan, and the Hon. 0. Samuel were appointed managers. The Hon. .T. llaeGregor and the Hon. T. Mac Gibbon declined to serve. Third Conforence Fails. The Speaker resumed the chair at 3.20 p.m. The managers reported that the third conference had failed to Teach agreement. SIR FRANCIS BELL stated it was not proposed to have another conference.
