London, Octobor 21. Trafalgar Day was celebrated in tha customary fashion. "Wreaths placed on the Nelson Monument included one from the Navy ) in. memory of the French who fell in the Battle of Trafalgar. The Lord Chancellor, speaking at the Navy league luncheon, declared that when we dictated the terms of peace the crews of the German submarines and those in high places who gave them their orders should be treated as pirates. The dawn was already beginning to appear. We might look forward at no distant date to a durable peace. The Japanese Ambassador said that Japan had loyally fulfilled her obligations, and was gradually extending hor naval and military operations; to-day she was actively engaged in certain portions of the European theatres.—Eeuter.
