London, October It. The "Dnily Chronicle" learns authoritatively that" Mr. L.loyd George will shortly innko an announcement regarding an air offensive. Cabinet has practically decided to establish an Air Ministry, 'i'ho "Chronicle" adds: "We will shortly be in a position to conduct extensive air reprisals against German towns; but at present the military requirements ' demand almost all the available aeroplanes for tho West front.
