DRASTIC ORDERS FOR AMERICAN SHIPPING FOR SAFETY AT SEA Washington, August 20. Tlio Government has prescribed most drastic regulations, to be made effective, on September 1 on trams-Atlantic merchant ships, in order to combat the Üboats. Merchantmen must cany the prescribed armament, and be painted in order to ensure tlio utmost possiblo invisibility, and also carry a minimum of a dozen smoke-boxes, designed to create smoko screens when tho U-boats are eig'hted—Aus.-N.Z.
