MESSAGES OP CONGRATULATION. His Excellency the Governor-General lias received the'following telegram from the Right Honourable tho Secretary of State for the Colonies in connection with his appointment as Governor-General :— "It gave me the utmost satisfaction to recommend to His Majesty that tho Governor of New Zealand should hence ; forth be designated 'Governor-General.
