THE SECOND DIVISION
AND "ESSENTIAL" MEN. By Telegraph.— Vrons Association. Auckland, June _29. At the conference with the Council of the .Chamber of Commerce, Mr. J. H. Gunson, the Auckland member of the Efficiency Board, speaking of the calling up of the Second Division, said that tlio board realised that it would not lie sufficient to classify industries and occupation only—it must classify also the essential men in these industries and occupations. The board could have no regard to the individual, or to the individual interests of firms or companies. He understood the chamber to be anxious that there should be no undue interference with business by the withdrawal of essential men while there were unessential men in tie industries concerned. That was, the principle on which the board would proceed with its classification, but it could not go into cases of essential men in unessential industries. The fundamentals of the board's proposills were: firstly, that the interests of the State were the primary factor. Secondly, that the interests of the- individual coiilil not determine his claim, and the question of undue damage- to business must deterrainn whether the man were to bo exempted. The council resolved approving tho board's scheme as outlined, and recommendations on similar lines are to bo forwarded to tho Premier.
