BERNSTORFF MAY SUCCEED BETHMANN-HOLLWEG

A leading member of the Executive of the Soldiers' and Workmen's Delegates has declared that tho efficiency of the army as a, war machine both for defensive and offensive purposes is ossential to the assurance of Russia's future aims. The army has been reorganised, and the utilisation of men of talent has been made possible.
