RESTRICTIONS RELAXED. (liec. February 19, 5.35 p.m.) , London, February 18., The "Daily Mail's" correspondent at Petrograd states that M. frotopopofi; is providing legislation to remove the restrictions against Jews entering commerce, contracting for railways, or forming limited companies, and has instructed the Governors of the provinces to cease disturbing the Jews.—United Service.
