BARBAROUS ATROCITIES COMMITTED. Petrograd, February 18. The Russian Commission of Inquiry into German atrocities reports numerous cruelties. Unarmed wounded men were murdered in cold blood. War prisoners wore burned alive, and Sisters of Mercy violated. Explosivo bullets were used to enormous extent, and quantities woro discovered. Tho sufferings of tho wounded were horrible; the cuiomy poured corrosive fluids over them. The report mentions that German Red Cross workors twice shot with, revolvers wounded men who asked for bandages.
