It is -understood that the opinions )f tho members of tho Dardanelles Commission are pretty evenly divided mi tho question of issuing any report ibefore the conclusion of the war, although the draft interim report has already been prepared. This covers the investigation of the responsibility of the High Command for tho initiation of the campaign.
