The Tirpitzites pushed their campaigu so vigorously that it threatened to overthrow ' Herr von Bethmann Hollweg (the Chancellor) and Herr von Jagow (the Foreign Minister), but the Chancellor's policy was adopted in order to retain' tho goodwill of the United States and other neutrals.
