Mr. Taft declared that the proposed neutralisation of the Isthmian waterway is a farce, and that such neutralisation would amount to nothing in the event of war. "The Suez Canal is noutraliscii,'?"li'e said, "and all the world knows what has happened there." A new navy equal to that of Germany for the protection of American interests at sea, and an army "6? at least half a million menfor the proper safeguarding of the borders and of the'coast line are what America wants and what Americans should insist upon tho Government providing, he said. He pointed out the need of amply fortifying Alaska, which is now a vulneraWe point in the event of invasion, and declared that the approach to the Panama Canal should bo made impossible for any enemy.
