July 2, 5.5 p.m.) New York, July t The United States Naval Appropriation Bill has been reported in the Scnnt*. Tho Bill authorises an expenditure of ■£(51,000,000 for the year's construction, .£0,000,000 more than was provided for in the original programme of building. Tho increases, which were originally spread over five years, will be carried out u> three years, and will include: • 10 battleships, four of which will bs begun immediately. fi battle-cruisers. . 10 scout-crnisere. 50 destroyers. 9 Meet submarines, of which thwa will bo of 800 lons each. 12 other submarines. The total number of new units is 157, of which 6fi will bo started without delay. A bonus of 20 per cent, over the contract price is offered for expeditious delivery. Tho estimated expenditure for the Ihrce years' programmo is ,£100,000,000.
