Count Bernstorff has demanded the release of Wolfe von Igel, and also the restoration of the incriminating papers. The State Department has refused, contending that Von Igel was not a German Embassy official when he committed un-noutral acts. The documents in the case of von Igel disclose the connection of the Gorman Embassy at Washington with criminal plots against Canada, including the blowing up of the Welland Canal. , Count Bernstorff has demanded their return, but the State Department refuses to give them up unless he swears that they are Embassy This he cannot do, as lie would thereby implicate himself.
