TRAFFIC GERMAN "ARMED' LINER" POLICY l FIERCE FIGHTING IN EASTERN GALICIA The struggle for the recovery of the lost ground in the 'Western theatre continues with varying fortune, the advantage -so far resting ' with the French- There is reported from Amsterdam a definite and appreciable concentration of the enemy's .troops in Flanders, -with, what purpose remains to ba seen. Increased activity reported from Eastern Galicia—according to an Austrian communique—and in the Pinsk region another unwelcome thaw has discomfited the enemy and forced him to evacuate his second-line positions. There is no movement from the Balkans, nor from Italy—the latter has heen enveloped in a prolonged fog of mystery, and the present condition and progress of the campaign against Austria is a matter for pure conjecture. The Germans have promulgated a now declaration of sea-war policy, which, in effect, constitutes a frightful -menace to merchant vessels suspected of carrying arms. The edict comes into operation on March 1, and all neutrals have heen warned to keep their people and property away from these vessels. ' The French Premier (M. Briand), and Chief Munitioner (M/ Thomas) have arrived at Rome, where they will . confer with the Government, on the question of establishing complete and effective co-operation of effort by the Allies against the common enemy. M. Thomas, ia an intmiow, declared that France had, with , the assistance of her Allies, accumulated a colo&sal store of munitions.
