Colonel Repington, "The Times's" military correspondent, says the Germans' military situation is not brilliant, despite their "successes. They mobilised nine millions, and have probably lost. 3i millions/ Approximately there are three millions on the two fronts, twothirds being now on the West front, the remainder being on the lines of communications, in garrisons on the costs and in the interior. They are using twoymillion prisoners industrially to malce' up for the drain on the population. . The average losses are two hundred thousand monthly, and they are unable to maintain effectives, therefore they will be compelled shortly to force a decision. Seventeen months of warfare has largely destroyed the pick of the population in Germany.
