AMENDMENTS GOVERNING ■ ... CONTRACTS. By Telegraph-Press Association-Copyright London, July 27. Mr. Runciman's amendment to tha Coal Bill was passed, bringing contracts entered into since April 1 within the scopo of tho Bill. Sir A. B. -Markham and others expressed satisfaction. (Rec. July 28, 8.15 p.m.) London, July 28. An amendment to fix tho retail coal prices was negatived. Mr. Runciman said that a- Departmental Committee had considered the question of the poor being victimised, and had found that it would practically bp necessary to follow the hawkers from door to door toi ensure the observance of such a regulation. Tho principal merchants, he said, were prepared to open depots in the poorer districts. Ho recommended tha public* to patronise those merchants wh« entered' into a Government agreement- 1 Tho Bill was read a; third timo.
