The "Times" correspondent at Washington states that rumours continue of the possibility of tho Germans establishing submarine bases on this side of the Atlantic. Tho report favours the broken coast near the mouth of the St. Lawrence as the likely place. In view of the strides made in German submarine construction, the idea is less fantastic than appeared months ago. i —
