A neutral author writes, as the result of a visit to Germany: "I do not believe that the British lave any idea of what they are up against. Whilo England is talking of munitions, Germany is asking especially for, and concentrating on, high explosive shells of increased 6ize. Tne English often ask what the Gorman Socialists are doing to stop the war. Most of them are fighting. A Berlin magnate said to me: "Our Socialists are useful to,humbug the English, and do us no harm.' "The Allies might with advantage copy the Germans. Four or five men are entrusted with absolute power to ordor things to be done. Every day spent in discussion giveo the Germans time. Wo neutrals fear that England under-rates the cunning of the foe, and does not realise that Germany is always plotting for mechanical and chemical surprises. England takes the whole thing too easily. "In little practical w-ays the Germans are learning from the mistakes of the war made by England. Soldiers spend much time marching and moving about throughout Gormany.
