« EX-SECRETARY MEYER SAYS IT IS DETERIORATING. (By Telegraph—Press Assn.—Copyright.) Now York, June 15. Mr. George von Lengerke Meyer, exSecretary to the Navy, in an address on National Defence, said that the American Navy was deteriorating. It lacked battle-cruisers, submarines, and aeroplanes. A policy of national defence was conspicuously absent. Onlv twenty-one battleships were ready for service, and the submarines were cripplod. The Atlantic fleet needs 6000 men. Target practice now is no bettor than in 1903.

The State criminals returns for 1914 show that there were 02,467 cases, an increase of 2203. Metropolitan cases decreased by 1077. The report indicates, that crimes of violence are increasing aud drunkenness decreasing.
