The London "Times" emphasises Lord Milner's warning (uttered at the Colonial Institute); and adds: "The Government's decision to hold no sort of conference in 1915 means that it is prepared to run the risk of having to consider peace terms without a verba] consultation with the Dominions—a very grave , risk to take." [Speaking at the Colonial Institute last iveek Lord Milner said that their oversea kinsmen might not be parties ±0 the peace negotiations formally, but ithey ought, virtually to be. They should he consulted discreetly. A timely acknowledgment that this might obviate misunderstandings would be a great •step towards a perfect and permanent partnership.]
