PASSIVE REGISTERS' UNION.

Your committee is of the opinion that if a resolution such as suggested was canied by every union, and,forwarded to the Prime Minister and to' tho press it would considerably aid tho agitation against tho existent outrageous provisions or a conscription imposed, it is to be feared, in behalf of vested interests and the present system of . exploitation." Finally, tho circular concludes with '> tho proposal lo form a I'afsivo Resisters' Union for "beating the garnishee," which will entail a weekly levy of Gd. on members," in order to create a fund for striko pay'if and when a member leaves his work directly an attempt is mado to put in forco the attaohment order on liis wages." .
