+ ACCUSATIONS OF JOBBERYTHE MAIL CONTRACT. By Telesraph—Press Association—Copyrieht (Reo. February IG, 11.30 p.mm.) Cape Town, February 10. Tho Union Assembly has debated a resolution condemning tho reorganisation of tho Civil Service as carried out by the Government. Sir Lp.uider Jameson charged the Government with not observing Clauses 141, 142, and 14-t of tho Constitution Act, and declared that experienced men had been retrenched. Tho mismanagement was particularly gross in General Hertzog's Department, that of Education. '
The Pp'iu© Minister, General Botha, denied any violation of the Constitution, and said tho unrest in tho Scrvico was due to changcs necessitated by the Union. A permanent Civil Service Commission would eventually be appointed.
Mr. Jagger described General Hertzog's Department an recking with racialism, favouritism, nepotism, and jobbel'y.
Sir David Graaf, Minister for Public Works, denied that the Government had assisted in the negotiations for tho amalgamation of th© Royal Mail and UnionCastlo Lines. Negotiations for the renewal of the mail contract had been opened by tho Royal Mail Line in an auspicious manner. Tho Government was awaiting the arrival of Six Owen Phillips, Chairman of the Royal Mail Lino, before arranging a new contract Australia was prepared to co-operate in the matter.
