LORD HALDANE'S VISIT.
STATEMENT BY GERMAN CHANCELLOR.

Berlin, February 16. Dr. von Bethmann-lTollweg, tho Imperinl Chnncellor, speaking in tlie Reichslag, said that though Lord Haldane, British Minister for War, in his visit to Berlin was unauthorised to conclude binding agreements, yet at the instance of tho British Cabinet lie had discussed points on which (he interests of the two countries came into contact, in order to establish a basis for relations of greater confidence. This exchange of views, which Germany gladly welcomed, took placo in the course of numerous exhaustive frank conversations, which would be continued. Ho was unablo to say moro at present. General cheers greeted tho conclusion of the spocch. SUGGESTED BY THE KAISER. HOW THE VISIT WAS BROUGHT ABOUT. London, February 16. The "Daily Mail" states that the first suggestion of Lord Haldano's visit was made by tho Kaiser through Herr Ballin (head of the Hamburg-American Steamship Company), who communicated with Sir Ernest Cassel.
