RUSSIAN TROOPS TO SUPPORT THE REGENT. POSITION AT TABRIZ. Ry I'elejraph-Press ABsociition-CoDyiigbt (Roc. , December 26, 11 p.m.) London, December 26. Tho Teheran correspondent of "Tho Times," telegraphing on December 24, mentions that fours are entertained of "provincinl disintegration. He adds that apparently it has bocn arranged that tho Kogeut and the Cabinet sliould conduct, the administration, supported by tho presence of Russian troops at Kuzvin, within telophono call of the capital. ' . The Russian Legation declared that the Persian reply to tho ultimatum is eatjsfactory, and has telegraphed to Tabriz that tho question has been settled. Tho Russian general, however, has replied that ho can obey only the Viceroy of the Caucasus. ■ Mr. Morgan Shustcr, Troasurer-General, assented to tho reply to the ultimatum. Tho Regent, in addressing a meeting of merchants who had been summoned to tho palace, declared that the Mejliss had impeded tho actions of the Administration internally and externally, and must therefore be closed. The rescript announced that the session of the Mejliss waa ended, but contained no niention of an election. The gates of tho Mejliss have been locked, and a guard mounted.

SEVERITY DEMANDED. St, Petersburg. December 25. Tile "Novoo Vremya" quotes the Director of tho Persian Department of the Foreign Office as saying that Russia must take the meting out of justice in her own hands in the provinces of Tabriz, Eesht, and Engeli, and not show any mercy to tho revolutionary dregs for the shedding of Eussian blood. The "Novoo Vremya" declares that wherever Russians have been attacked Eussia must assume the administration of tho wholo population- Tabriz must pay an indemnity to the families of Eussian soldiers killed.
