SPEECH B\ LORD HALDANE.

Speaking at Accrington, Lancashire, Lord Ilaldane, Secretary of State, for War, said ho was hopeful regarding future relations with Germany. "We wish," he remarked, "to see her develop as largo a trade as possible. The greater her .trado tho moro we can trade with her." He wished to see her havo her full rjace in the eun, and to expand hor trade and territory in every legitimate direction. Others' rights must, naturally, bo respected.
Lord Hnldano added: "Nothing better oould bo conceivable than Britain and Germany working side by sido in raising the level of less civilised parts of tho globe."
Turning to Persian affaire, Lord Haldane justified the Anglo-Russian Agreement, (is it enabled Great Britain, as a 00-gnarantor of Persia, in a friendly way to stay Russia's hand.
