Loan expenditure will be in addition bo that provided for in tho usual Naval Estimates. The "Pall Mall Gazette" has reason to believe that the loan will be larger than tho amount stated. Besides shipbuilding, says the paper, thero will be a spccial allotment for docks capablo of taking in Dreadnoughts.
