The "Debate," in replying to tho "Cologne Gazette," says tho dispatch of tho German warship Panther to Agadir, Morocco, was an unfriendly demonstration at a moment when Franco was making advances to Germany, but theso efforts at conciliation proved premature, inasmuch as France's friendly proposals wero mistaken for weakness.
