4 OLD POWDER MADE UP AGAIN. By Teleer-ph-Prcss Association-Oopyri-eht Paris, October 25. Tho newspaper "Matin" states that M. Maissin, manager of the Pont do Bois Gunpowder Factory, declares that his predecessor was responsible for the powder causing the disasters on the battleships Jena and Libexte. Ho re-manufactured old powder and delivered it to the naval authorities as new.
