DAILY SUMMARY. A BREACH OF PRIVILEGE. Tho Legislative Council had another busy dny yesterday, work beginning at 2.30 p.m. and finishing at 11.15 p.m. Tho principal item of tho proceedings was tho discussion ou tho Tramways Amendment Bill. The Eon. J. E. .Tenkinson moved that tbo Davoy clauso should bo struck out. This was defeated by 17 to G. Tho Bill was passed, after an amendment had been made to tho effect that tho clauso should not apply to cars which are at present under construction, and bo completed before January 1. . The House of Representatives continued i its sitting after The Dominion had closed its columns yesterday morning, and concluded its consideration of the Public Works Estimates. The sitting lasted until 1.15 a.m. The Houso spent most of yesterday afternoon in quite an unexpected and rather exciting manner, discussing _ a breach of privilege in with the report of tihe Racing Commission. Tho Speaker ruled that a 9 tho report contained a breach of privilege it could not bo laid on the table, and Hansard would only record that portion in which the breach of privilege occurred. ; In the evening tho Premier stated that the debate on the report of tho Native Affairs Committee upon tho Mokau inquiry would be mado the first order of the day on Monday. Tho local Elections and Polls Bill was then considerei in Committee. Nearly three hours wore spent in a , ' discussion, in Committee, upon 'the Workers' Compensation Amendment Bill, and a number of important amendments were made, including that which extends the benefits of tho Compensation Act to domestic servants. Both Bills were e ™"ie U Legissature Amendment Bill (No, 3) was road a second time, and considered in Committee. A proposal by Sir Wm. Steward that tho term of Parliament should bo extended from throo years to four was defeated by '16 votes to 13. A similar fate befell a proposal by Mr. 1 Fisher to repeal tho Second Ballot Act. I'iiis was negatived by 35 votes to 22. Tho Houso roso at 1.25 a.m., and will Bit again at 10.30 on Monday
