PHILATELIC CONGRESS.

The Philatelic Congress has appointed a permanent sub-committee to eucourage juvenile stamp-collectors to tatce an interest in tho science of philately. Mr. Staples, a New Zealand delegate, declared that when intelligently followed stamp-collecting gave a wider outlook on political and social changes. He suggested illustrated stamps as a means of advertising tho country.
