It is officially reported trom Tripoli that the Turks have retired sixty miles from the const. INFLAMMATORY PLACARDS. - "LET US BRING EUROPE TO RUIN." Constantinople, October 14. Tho Committee of Union and Progress havo posted inilammatory placards in Ktamboul calling tne people to arms, ihe placards end witb the following threat: —"Let us bring Europe to ruin rather than lose an inch of territory." lta.ian journalists have been expelled from this city. ATTITUDE OF THE POWERS, BASIS OF MEDIATION SUGGESTED. Constantinople, October 14. The replies of tho Powers to tho Porte's latest Note generally state tho view that Turkey's insistenco on sovereignty over Tripoli and Italy's determination to annex the oountry are both impossible. They suggest a basis of mediation, AN ITALIAN PROCLAMATION. FREEDOM AND PROTECTION. Rome, October 13. A proclamation has been issued, conferring on the population of Tripoli frce- [ dom and protection of all civil and religious rights and permitting the people to bo governed by ohiefs under King Victor Emmanuel's patronage. The population will not bo subject to military service against their will. Twenty-three thousand Italian troops have already been landed at Tripoli. CONTRABAND OF WAR. A RUSSIAN NOTE. Constantinople, October 13. Cattle, preserved meats, and bullion have been declared contraband of war. St. Petersburg, October 13. A Russian Note to the Porto insists that Russian corn addressed for Italian ports shall not be liable to detention or confiscation unless it is destined for tie field- forces or for official uso. Italian consignees will hold the Porte responsible for any violations of Russian righta in this matter.
AEROPLANES TO DROP BOMBS. ESCAPE OP CONVICTS. Rome, October 13. Four aeroplanes, with Italian officers as pilots, have been sent to Tripoli. It is intended to drop bombs mto- the enemy's encampments at Tripoli. During the bombardment of tho town of Tripoli 30(1 convicts, including 50 desperadoes, escaped. Membors of tho Committee of Union and Progress havo been expelled from Tripoli.
FOREIGN CREDITORS. EXPULSION OF TAX COLLECTORS. Rome, October 13. Replying to Turkish protests against tho expulsion from Tripoli of officials who were responsible for the collection of taies that were applied to the repajs mcnt of the Ottoman pnblic debt, tho Gioletti Government is determined that foreign creditors shall remain unprejudiced by Italy's action.
