EASTBOURNE AFFAIRS.
BOROUGH COUNCIL MEETS. On Saturday evening a meeting of (ht Eastbourne Borough Council was held, when there were present: Tho Mayor (Mr. H. W. Shorlt), Councillors Baiuiotvnc, Button,' Harcourt, Moms, Organ, Pilcher, Ross, Wills, and the Town Clerk (Mr. J. D. Avery). Tho Mayor reported upon tho result of the recent deputation to tho Harbour Board regarding fern' wharf appointments. Tho town clerk had sinco put in writing a statement of tho improvements desired, and this had been forwarded to the beard. ' In replv to a communication Mr. T. F. Martin, solicitor for tho Municipal Association of New Zealand, gave the opin* ion that tho council had no power tc prevont the introduction, into its district, of second-hand timber. Referring to Section 92 of the Public Health Act, ho pointed out that no offence was cornmitted until the erection of the building oommeuced. The opinion was referred to the By-laws Committee, which at present; has tho by-laws under revision. > Mr. J. Blackio applied for permission to lay a two-inch main for a specified distonco along tho main road for tho purposo of supplying water to a number of property owners. Considerable discussion ensued and tlio following motion was submitted: "That <a sub-committee be set up to report on tho application with power to take legal advice,/ aud that a special meeting of the council bo called to consider tho report: (he subcommittee to consist of the Mayor, Councillors Harcourt, Organ, mid Wills. Ail amendment, seconded pro lornva, was to the elfect that the application bo granted subject to tho sub-comimfiee (under legal advice) fixing conditions to safeguard the council against giving any vested interest! providing for the council having controlling supervision over the dam j and giving the council tho riglit to require removal of pipes at any time. The motion was carried after considerable discussion. • \ petition from eijrfit property-owners asked that more vigorous action bo taken with regard to wandering slock. Instructions were given to tlic town clerk to take legal proceedings against all offenders after a scooad oflence. Tho town clcrlc was instructed to send out filial notices for outstanding rates, and then to sue without further notico if the amounts duo were not met. The balance-slioct for tho previous year, having been duly audited, was submitted and adopted. , , ~ , ~ The Mavcr reported that, through th« efforts of'thc member for tho district, there was every prospect of a post office being built for the borough.
