CHARITABLE AID BOARD.

o. EBB AND FLOW OF RELIEF. The ordinary monthly meeting of the Wellington Hospital and Charitable Aid Board was held • yesterday afternoon. There were present: Tho Rev. W. A. Evans (chairman), and Messrs. G. Nash, J. E. Fitzgerald, W. Galloway, B. E. Gardiner, J. Godbcr, A. H. Hindmarsh, R. E. Kirk, C. T. London, W. Tompsitt, F. T. Moore, J. W. M'-Even, D. M'Laren, M.P., R. Metcher, Miss Richmond, and tho Rev. H. Van Stavercn. Motor Ambulance. The. recommendation of the Hospital Committee, that no alteration in the present appointment of the repr«»sitarion of tao board is required was adopted. Tho board also approved n proposal that provision bo made in next year's estimates for purchasing a motor ambulance for the hospital district. The principal reason advanced in support of tho recommendation was that more expeditious means wero necessary for the transport of pahtnts from the Jttutt Valley to tho Lreneral Hospital. Tharo wae some discussion on the clause in the committee's report recommending that tho nursing stall' be increased by the appointment of six additional charge nurse?, at a salary of ,£OO per annum. The superiors of tho proposal urged that it was impossible to run tho hospital with the present nursing staff without working tho nurses more than eight hours per day. Other membeTs of the board wanted tho mx,bter deferred until they were surer of tho facts of tho case. The recommendation was adoptd. The secretary was instructed to writo to Mrs-Algar Williams thanking her for the gift to the Victoria Home of a large phonograph with a number of records. Mrs. Williams recently mado a similar donation to the Chriatchurch Board. Ohivo nome Complaiut. Tho Charitable Aid Committee reported as follows:—That a sub-comniittco comprising tho chairman (Mr. J. W. M'Ewan), Miss Richmond, Rev. W. A. Evans, and Messrs. Galloway, Smith, and Robertson (set up to inouiro into tho complaint made by Mrs M'Js'ab, an inmate of the Ohirq Home), reports that after full inquiry into the circumstances of the complaint made by Mrs. ,M'Nab, they found that tho master (Mr. Trnobridge) was not guilty of harsnnew, but in order to enforce discipline in tho homo it was necessary to deal firmly with tho complainant in strict accordance with tho regulations.— Tlie report was adopted. How Has Relief Gone? Tho Charitable Aid Superintendent laid before tho board a comparative statement showing how much outdooT relief was granted in Wellington from 1905-6 to date, ihe statement was as follows:— _ Cash lew , . Rations, rent grants. 1905-C 42,000 ,£730 100G-7 40,000 A-GOO 1007-8 50,000 ,£7OO 1908-9 58,000 .£630 1903-19 G3.C00 ,£521! For tho first four months of 1911-12 the grants of rations had totalled 15,000, which was proportionate to a grant for tho year' of 45,000. For four months of the current year, 1911-12, tho cash grants in aid of rents amounted to ,£l7O, this sum being proportionate to a sum of £510 for the wliolo year. It will be seen, therefore (continues tho report) that while, in the years 1907-8-9 thcTo was an annual increase in rations culminating in 1009, the year of the unemployed difficulty, the cn'sh grants showed a steady diminution during the whole time. The result of this appears when the outdoor relief is treated as a wholo on a cash basis, as follows:— Rations and Rent. 1905-6 .£1350 1906-7 £]150 1007-8 £1500 ' 1908-9 £1475 1909-10 £1500 1910-11 £1200 From this it will be seen that tho careful restriction of cash grants resulted in almost entirely equalising the three years IM7-S-9, although the latter was the worst year experienced tor a long period.
