Mr. E. S. Montagu, Under-Secretary for India, in delivering the Indian Budget in tho House of Commons, said it was untruo that India was in a dangerous state. Lord Morley's reform scheme had been a complete success, but the time was not yet ripe for a further modification. Tho Indian reforms promised by the King-Emperor's proclamation of Kovomber, 1908, aud sanctioned by Parliament in 1809, were promulgated in the Gazettj of India ou November 15. 1809. ' The main features wove: (1) tho appointment of an Indian to the Viceroy's Cabinet or executive council; (2) the addition of 25 elected and 35 nominated members to the Viceroy's legislative council; (3) the introduction of a largo elective element in-.i tho-provincial .couii-' cils. In December, 190!) : the provincial elections took place, the Hindus .'abstaining in Eastern Bengal in obedience to orders from their leaders, who declared the reforms insufficient.
