CONSUL APOLOGISES FOR AN OFFICER. By Teleeraph—Press Association-Oopyrtehl Ottawa, July 20. A German naval officer on the cruiser Bremen, whilo visiting Halifax, criticised tho warship Niobe, recently acquired by Canada from the Imperial Government and stated that it would bo useless in war-time. ' The matter was reported to the Government, and representations wero made to tho Gorman Consul at Montreal, who apologised. Admiral Kingsmill then issued a statement that tho Niobe was merely a train-ing-ship.
