The "Frankfurter Zeitung" states tho Anglo-Japaneso treaty of alliauco in its new form has in nowiso lost its importance. It quotes as an instance that in tho case of a war between England and a Continental Power, eay Germany, tho treaty would acquire a very real importance. It is only tho thought that such a war is in the highest degree improbable, and that a new Russo-Japanese war need not lie feared for a long tinio to come, which reduces tho alliance of the two naval Powers to an empty form. British newspaper correspondents at Berlin recall that until quito recently well-informed German opinion felt assured that the Anglo-Japanese Alliance would collapse owing to tho dissatisfaction of the Dominions or tho difficulties caused in Anglo-American relations by the tension between America end Japan. Berlin, July 16. The Berlin newspaper "Tageblatt" compliments Sir Edward Grey on cleverly solving tho problem of the renewal of the Anglo-Japanese alliance. Inasmuch as Britain or Japan will bo able to conclude general arbitration treaties with Eussia, China,'or any other Power, there is very little left of the alliance as it existed hitherto. Perhaps Japan has been guidctf solely by a desire to keep the British money market open. The "Vossische Zeitung" 6ays the friendship between Britain and Japan remains, but the obligation to render help it pierced through. Tho "Tages Zeitung", attributes the changes in the treaty to pressure by tho oversea Dominions on tho Motherland. It adds that tho results constitute a success of far-reaching importance for America, which is becoming the second centre of a mighty British State system. SATISFACTION IN JAPAN. CHINA DISAPPOINTED. (Rec. July 17, 10.10 p.m.) London, July 17. Advices from Tokio state that tho leading journals welcome tho new treaty, and iusist on Japan's desire for peace with America and Great Britain. It is considered that tho new arrangement is calculated to extend the zone of tranquillity.
Reuter's Peking correspondent' reports that while tho anti-Japanese feeling pre- . Talent there causes tho renewal of the Anglo-Japaiieso Alliance to be viewed with disappointment, the retention of tho paragraph upholding the independence and integrity of China is regarded as satisfactory. The Peking correspondent of "The Times" says that in the cosmopolitan community in tho Chinese capital the treaty is viewed with varying emotions. Tho general impression, however, is favourable. A FURTHER ASSURANCE OF PEACE. (Rcc. July 18, 1 a.m.) y.jj Tokio, July 17. Tho newspaper "Asahi Shiiubun" believes that an arbitration treaty between Japan and America is practicable only if tho latter recognisos Japan's special position in Manchuria. The "Jiji Shimpo" is optimistic and believes that a further assurance of peace is clearly dcfined.by the now treaty, which, it considers, has strengthened Japan's and Britain's position. It eulogises Britain's honour and fidelity as an ally, and adds that tho treaty will remove tho fears of a Japanese-American conflict. Tho Bourse was buoyant on Saturday on the announcement of the renewal of tho alliance. JAPANESE IMMIGRATION. IS THERE AN UNDERSTANDING ? (Rec. July 17, 10.10 p.m.) London, July 17. Following as it does on tho Imperial Conference, if; •is belioved that some understanding has been arrived at with regard to tho renewal of the Japanese Alliance, the tonus of which' 'have not been disclosed, but which . are,, satisfactory to the colonies with regard to tho vexed question of Japanese emigration to the oversea Dominions.
