France has demanded an explanation from Spain regarding tho incident at Alcazar, including the stopping of a French cruiser. A Spanish steamer has landed at Jjaracho two hundred more artillerymen and four mountain guns. TREATMENT OF BRITISH TRADERS. London, July 12. Sir Edward Grey, Secretary for Foreign Affairs, replying to n question in tho House, taid that he was inquiring concerning a private complaint that tho French Customs officials in Morocco were seriously hampering British traders by their preferential treatment of French firms.
