"HELD UP."
OPPOSITION TO RECIPROCITY BILL. By Telegraph—Press Assoclatlou-Oopyrlebt New York, June 27. During the debate on the Reciprocity Bill in the Senate a motion to tako a vote on the Bill on July 24 was defeated. The Democrats and Insurgent Republicans who opposed President Taft seem determined to hold up the Reciprocity measure until other Bills pass, During tho Tariff debate Senator La Follette, of Wisconsin, accused the newspapers and the press agencies of suppressing in their own interests news adverse to Reciprocity. The Senate comprises 50 Republicans nud 40 Democrats. Estimating the prospects of tho Reciprocity Bill, the .Manchester "Guardian" correspondent said recently;—'JOf the Republicans at least 25 will vote for the Agreement, and 85 Democrats approve of it. This gives the measure GO voles, a majority large enough to pass it and also to prevent the adoption of amendments that would render the past ineffective. Four Democratic senators, Mr. Bailey, of Texas, Mr. Simmons, of North Carolina, and -Messrs' Thornton and Foster, of Louisiana, are openly hostile to the measure, while Senator Fletcher, of Florida, makes the fifth member who will probablv bo in opposition. It is, of course, the Republican senators who oppose tho Agreement who will conduct the light against it. They arc hopeful of preventing a vote or at least incorporating amendments which would make the Agreement unacceptable to Canada. From present indications the struggle will develop into a test of endurance."
